Intelligence agencies confirm fake and Russian-made viral video showing ripped-up Pennsylvania ballots


Russian actors were involved in creating and promoting a viral video that falsely depicted a person tearing up ballots in Pennsylvania, according to the FBI, the Office of the Director of National Intelligence, and the Cybersecurity and Infrastructure Security Agency. The video was quickly circulated and viewed by hundreds of thousands of people before being debunked by authorities in Bucks County, Pennsylvania. The Russian Embassy in Washington did not respond to requests for comment, and the Kremlin has denied any involvement in U.S. elections.

The video was linked to a Russian disinformation campaign known as Storm-1516, which aims to undermine trust in the electoral process and sow doubt in democracy. This is consistent with broader Russian efforts to interfere in U.S. elections and stoke divisions among Americans. The intelligence community expects Russia to release more media content aimed at undermining the election as the campaign progresses.

In addition to Russian interference, the FBI and CISA are investigating unauthorized access to commercial telecommunications infrastructure, while Chinese hackers targeted the phones of former President Donald Trump and his running mate. Three Iranians were indicted last month for attempting to hack the Trump campaign and provide stolen material to then-candidate Joe Biden, but there is currently no evidence that Biden’s campaign associates responded to the emails. Overall, the intelligence community warns of intensifying foreign efforts to meddle in U.S. elections and exacerbate divisions in American society.
