In the Sierra Nevada, the storm was bringing snowfall, leading to traffic disruptions on highways. Around 14 million people were under winter storm warnings or advisories, with New York state and Pennsylvania expected to see snowfall due to an upper-level low. New York City was not under advisory, but areas in New Jersey and the Hudson Valley could see up to 4 inches of snow. Johnstown, Pennsylvania, could receive up to a foot of snow, with the highest amounts expected on ridgetops. Upstate New York regions like Binghamton and Ithaca could see 1 to 4 inches of snow in the valleys and up to a foot at higher elevations, with a winter weather warning in place. Residents were advised to take precautions and avoid unnecessary travel in affected areas.
