Federal judge issues temporary injunction against Trump administration’s funding freeze

A federal judge in Rhode Island has temporarily blocked the Trump administration from freezing federal assistance after a group of 22 states and the District of Columbia challenged a memo from the White House budget office. U.S. District Chief Judge John McConnell of Rhode Island granted the request for a temporary restraining order, stating that the Office of Management and Budget’s actions likely violate federal law and the Constitution.

McConnell’s decision came after a hearing where he indicated his inclination to issue the temporary pause of the Trump administration’s directive. The judge emphasized that the budget office did not provide any legal authority for unilaterally suspending federal funds to states and other entities, noting that such actions could have a significant impact on their ability to provide essential services.

New York Attorney General Letitia James, part of the lawsuit, praised the court’s order, stating that the president cannot unilaterally stop congressional spending commitments. The lawsuit was filed in response to a memo from the Office of Management and Budget that ordered agencies to temporarily pause grant, loan, or federal financial assistance programs related to certain executive orders, causing confusion and chaos across the country.

While the Office of Management and Budget later issued a statement rescinding the original freeze directive, questions remained regarding the broader halting of federal assistance. The Justice Department argued that the matter was moot, but McConnell maintained that the rescission was in name only and that the substantive effect of the directive continued. Overall, the court’s decision was seen as a victory for the states and organizations seeking clarity and an end to the uncertainty caused by the administration’s actions.
