Rhode Island Energy customers are experiencing higher than usual energy bills, prompting Rep. Megan Cotter to introduce a House Bill to create a commission to explore publicly owned utilities as a solution. Clear River Electric and Water District in Pascoag, a not-for-profit, public company, already serves customers in the area and has not seen the same drastic bill increases as Rhode Island Energy customers. General Manager and CEO Bill Guertin attributes this to Clear River’s ability to lock in long-term energy contracts, unlike for-profit companies who buy on the spot market. Cotter believes that publicly owned utilities, like Clear River, could be successful in Rhode Island and is looking to Nebraska and other cities and towns in the US for inspiration. The next step is to schedule a hearing on the bill to further explore the possibility of publicly owned utilities as a way to relieve the financial burden on Rhode Island Energy customers.
