Modernizing Permitting Technology for the 21st Century


The Biden administration has issued a directive to federal agencies to streamline the environmental review and permitting processes for infrastructure projects. The goal is to leverage modern technologies to make these processes more efficient and effective.

The Council on Environmental Quality (CEQ) has been tasked with establishing an interagency Permitting Innovation Center by April 30, 2025. This center will be responsible for designing and testing permitting software tools to help expedite the review and approval of infrastructure projects.

By May 30, 2025, CEQ, along with permitting agencies and the National Energy Dominance Council, must issue a Permitting Technology Action Plan. This plan will outline data standards, software requirements, and a governance roadmap to guide agencies in implementing the new technologies.

Federal agencies are required to adopt and begin implementing the standards and tools outlined in the Permitting Technology Action Plan by July 15, 2025. This is expected to help reduce delays in infrastructure projects and ensure that they meet environmental standards.

The Biden administration hopes that by leveraging modern technologies and streamlining the permitting process, it will be able to accelerate the development of much-needed infrastructure projects while still protecting the environment. This directive is seen as a crucial step towards achieving these goals.
