In Ukraine, the electronics market is grappling with a significant issue: the prevalence of "gray" and "black" imports, particularly affecting small household appliances, smartphones, and laptops. Economic analyst Volodymyr Dubrovskyi, an expert at CASE-Ukraine, indicates that these goods are particularly vulnerable to illegal import practices.

Dubrovskyi highlights that while entirely eliminating illegal imports is challenging, especially in developed nations, effective customs reforms could significantly mitigate the problem. The ongoing reshaping of the customs service, featuring a comprehensive overhaul and re-certification process, aims to create a more transparent operational framework at border crossing points, which are crucial for monitoring imports. He warns against the misconception that control efforts should focus on retail outlets, as the sheer number of these locations complicates enforcement compared to monitoring a few key customs points.

The economic expert also points out that buyers are typically aware of the products they purchase, often opting for cheaper, non-guaranteed items over officially imported goods. This choice reflects a preference for lower prices, making it difficult to address the issue solely from a consumer perspective.

Meanwhile, the State Tax Service of Ukraine is investigating myriad schemes of tax evasion linked to major electronics retailers. Recently uncovered practices have revealed fraudulent transactions, with reports of UAH 286 million in unpaid VAT among networks like "Yabko" and Yabluka. This includes manipulation through linked sole proprietors and unregistered sales.

As Ukrainian authorities intensify their scrutiny over import practices, the need for a more robust and transparent customs system has never been clearer. Moving forward, achieving a balanced approach to market regulation will be essential to protect legal businesses and consumer interests alike.
