PROVIDENCE — In response to the recent turmoil over the flying of the Palestinian flag at City Hall, Mayor Brett Smiley has enacted an executive order clarifying the regulations surrounding flags displayed at the municipal building. The directive allows only the American flag, the city flag, and the Prisoner of War/Missing in Action flag to fly by default. Additional flags may be displayed if they represent U.S.-recognized governments or are part of official events, but only with a mayoral proclamation or a City Council resolution.

The move comes after last week’s raising of the Palestinian flag, which sparked both support and opposition within the community. Mayor Smiley characterized the incident as “divisive,” while Council President Rachel Miller described the flag’s display as a celebration of Palestinian culture. Smiley, who recently visited Israel, stated he felt compelled to approve the flag due to the absence of a clear policy.

Approximately 200 people gathered for the flag event, which saw attendees both advocating for and protesting against the flag’s display. Critics expressed concerns about the flag’s implications, suggesting it could be seen as an endorsement of Hamas.

The new regulations were crafted with considerations from a 2022 Supreme Court decision, which highlighted the importance of established policies for flag displays to avoid potential First Amendment violations. Under the new order, Providence’s eastern flagpole will not serve as a platform for public free expression.

Looking ahead, the Mayor has noted that the Pride flag might be next in line for ceremonial display. However, it remains uncertain if the Palestinian flag could be raised again without City Council approval. In an email to constituents, Smiley emphasized the need for dialogue and de-escalation in the context of recent tensions surrounding the Israel-Palestine conflict.
