Rhode Island Lawmakers Aim to Revamp Sports Betting Landscape
Rhode Island lawmakers are on the brink of a transformative shift in the state’s sports betting framework, with a proposed Senate bill set to dismantle the monopoly currently held by International Game Technology (IGT). Passed overwhelmingly on June 4, the legislation seeks to introduce competition by allowing between three and five sports betting operators to enter the market via a competitive bidding process starting in 2026.
For years, IGT’s Sportsbook Rhode Island app has remained the sole legal online betting platform in the state. Neighboring states like Massachusetts flourish with popular platforms like DraftKings and FanDuel, while Rhode Island trails behind, boasting one of the lowest per-capita online sports betting revenues in the nation at just $38 per adult.
Proponents of the bill contend that increased competition could enhance the user experience and boost state tax revenue. DraftKings emphasized that a diverse marketplace stimulates innovation as operators vie for customers. Conversely, IGT and some state officials have voiced concerns over potential negative impacts, such as reduced revenues. IGT argues that its centralized operation has outperformed regional competitors, contending that introducing multiple operators might compel the state to lower tax rates, ultimately hurting public service funding.
Lottery Director Mark Furcolo has also expressed reservations, warning of constitutional and administrative challenges if the exclusive contract with IGT is not extended. The bill was amended to specify "not less than three but not more than five" operators in response to these concerns, yet the Lottery’s logistical objections remain unresolved.
Alongside this legislation, another proposal aims to allow Bally’s Entertainment to live stream its casino games to other states, a move touted to broaden job opportunities in Rhode Island’s gaming industry. The House version of the competitive bidding proposal still awaits deliberation in committee.
