Rhode Island Advocates Push for Stronger Open-Records Law Amid Political Resistance
Providence, RI – On May 22, former investigative journalist Mike Stanton returned to the Rhode Island State House, advocating for much-needed reforms to the Access to Public Records Act (APRA). The current law, last updated in 2012, is struggling to keep pace with the digital age and emerging technologies such as police body cameras.
Stanton’s testimony highlighted challenges journalists face in accessing public records, particularly amid resistance from officials. Governor Dan McKee has emerged as a leading opponent of the proposed legislation, citing concerns about the implications of making certain records public. Notably, McKee’s administration has faced scrutiny for inconsistencies regarding the release of public records, including emails related to alleged misconduct during a state trip and a costly body camera footage request.
The proposed reforms aim to enhance transparency by ensuring government emails and subpoenas are accessible and that fees for obtaining records are reasonable. It also aims to clarify that arrest report narratives must be provided, countering inconsistent practices among police departments. Stanton emphasized that transparency could bolster public confidence in the government rather than hinder investigations.
The legislation is designed to address multiple critical issues, including police misconduct investigations and the accessibility of 911 calls, which remain sealed since a controversial case in 1996. Stanton urges House Speaker Joseph Shekarchi and Senate President Valarie Lawson to prioritize the bill and push it to a vote, amidst fears that accountability may again be sidelined.
These proposed changes to Rhode Island’s open-records law aim not only to strengthen oversight but also to restore public trust in governmental operations under the current administration.
