Rhode Island Adjusts Medicaid Income Limits Amid Eligibility Review
Rhode Island’s Medicaid program is correcting its income limits for eligibility, beginning this month, which may significantly affect approximately 700 families currently enrolled. A family of four must now earn less than $45,331 annually at 141% of the federal poverty level (FPL) and under $44,367 at 138% FPL to qualify for Medicaid.
The error, which has persisted since at least 2014, was identified during a review to ensure compliance with federal and state regulations. The state’s Department of Health and Human Services (EOHHS) reported that these adjustments will be applied during annual redetermination processes for existing beneficiaries and for new applicants.
Approximately 389,000 people benefited from full medical coverage through the Rhode Island Medicaid program during the 2023 fiscal year, with an additional 12,000 receiving limited benefits. Children and families constituted half of these enrollees, highlighting the essential nature of Medicaid support in the state.
Senate President Valarie Lawson emphasized the importance of continuity in coverage during this transition, urging the EOHHS to assist those affected and minimize disruption. House Speaker K. Joseph Shekarchi and Rhode Island Attorney General Peter Neronha echoed concerns about administrative errors potentially leading to loss of coverage for vulnerable working families.
Affected individuals will receive notices informing them of their eligibility status and options for enrollment in Qualified Health Plans through HealthSource RI, the state’s health care exchange. While some may qualify for reduced-cost plans thanks to federal subsidies, concerns persist regarding possible future cuts to these benefits.
As Rhode Island navigates this healthcare challenge, officials stress the urgency of ensuring every resident has access to affordable health insurance.
