Rhode Island Online Sports Betting Market Remains Stagnant

In a recent legislative development, Rhode Island’s online sports betting landscape will not see expansion in 2026. A Senate-approved bill, SB 748, aimed at increasing the number of online betting operators from one to a maximum of five, failed to gain traction in the House before the conclusion of the 2025 legislative session on June 21.

Despite the Senate passing the bill with overwhelming support (30-3 vote), it never received a committee hearing in the House, resulting in its untimely demise. International Game Technology (IGT) will continue as the sole operator, managing the state’s online sports betting through the Rhode Island Lottery.

The bill intended to diversify the market and enhance competition, which supporters, including bill sponsor Sen. Frank A. Ciccone, argued would benefit consumers and boost state revenues. Currently, the Rhode Island Lottery reported approximately $27.7 million in online sports betting revenue for fiscal year 2025, resulting in over $14 million in tax revenue at the state’s 51% tax rate. However, without new operators, the potential for growth and increased revenue will remain limited, putting Rhode Island at risk of losing bettors to neighboring states, such as Massachusetts.
