Rhode Island Extends Indoor Smoking Ban to Casinos: A Shift in Policy
Providence, RI – In a significant move, Rhode Island lawmakers have passed legislation to extend the state’s indoor workplace smoking ban to include casinos, ending a longstanding exemption that has long been in place for retail gambling venues. The bill, known as Senate Bill 0188, is now pending approval from Governor Dan McKee and follows years of advocacy from casino employees and public health officials concerned about workplace safety.
Spearheaded by Democratic Senator V. Susan Sosnowski, the legislation allows for enclosed, ventilated smoking lounges within casinos to accommodate smoking patrons, reflecting a compromise between health objectives and the casino industry’s concerns about revenue loss. Notably, the implementation date is pushed back to July 1, 2027, providing casino operators time to adapt.

Although her initial proposal called for a complete ban, modifications were made after Bally’s Corporation, which operates Twin River Lincoln Resort and Tiverton Casino & Sportsbook, expressed concern that a total ban could deter smoking clientele.

Some analysts argue that a smoke-free environment could attract new patrons, a sentiment already embraced by other entertainment sectors, such as Royal Caribbean Cruises, which recently launched a non-smoking casino floor based on passenger preferences. Bally’s, keen to adapt to shifting consumer demands, announced an expansion of its non-smoking space last year but remains cautious about imposing a complete ban.
